Why are apartments now sold only through the bank?

Innovation in the real estate market: from September 1, all transactions worth more than 150 thousand. hryvnias should be carried out only through banks in non -cash form. Such a ban was established by the National Bank of Ukraine. From now on, notaries cannot draw up a contract of sale without payment order of the bank. The NBU, in turn, will control the amount of commissions accrued for transferring funds and not allow its unreasonable increase. The aim of such a restriction is to increase the turnover of cashless payments and, as a result, the receipt of additional funds to the banking system, which will increase the liquidity of banks in the amount of about 6 billion hryvnias. Thus, new funds for investments in the country’s economy will be attracted, and the number of hryvnia deposits of citizens will increase. Real estate experts argue that such an innovation will hit the secondary real estate market a lot, where almost all transactions are paid “cash”. Following the current rules, all money should be attributed to the bank, and this is additional paperwork and a waste of time. Therefore, people are trying to go around the borders in every way. For example, they draw up not a contract of sale, but a gift agreement. Payment in this case takes place in a private situation. Others divide the payment into parts not exceeding 150 thousand. hryvnias and paid daily tranches. Some go at risk and formally underestimate the real value of real estate, setting, for example, 100 thousand. hryvnias for payment, although in fact housing costs 200 thousand. hryvnias and the buyer will pay this amount. In this case, problems may arise when drawing up a contract at a notary public – he may refuse to certify the document by doubting the legality of the transaction. However, experts argue that such a situation will not last long, because buying new housing is already made through the bank, and the secondary market will soon be settled. After all, it is better to trust the bank than to go to some dubious transactions and fraud, risking your own property.
